Skype error reporting in event log

I've been using Skype portable v7 for some time with no apparent problems but decided to install the latest version 8.12.0.14 from the official download site Download Skype | Free calls | Chat app.

Now I get this event log error
"Session "RtcPalVideoEtwSession" failed to start with the following error: 0xC0000022"

I see some references on the internet but they aren't really helping me. The version I have is stated to be the latest version.

Can anyone shed some light on this?

I use Samba to share my data drive with the other computers at my house and with my guest session in VMWare Workstation Player.
I've gone back to the portable v7.40.0.104 version.
I was curious to know if other Windows 7 users have been able to use the latest installed version without the type of event log error I mentioned.

Nope. I had the same error on my Windows 7 machine once I updated to the latest version. I rolled back to the previous version from October, and the error went away. Skype broke it.
