Okay, I tried a clean boot but it didn't help, still booted just as slowly as always. Could it have anything to do with the BIOS settings? I noticed my motherboard apparently doesn't have an option to enable CSM, only fast boot which is disabled already. Windows 7 still boots though, it just takes an insane amount of time when looking at the specs.Did you try a Clean boot?
Clean boot is not the same as safe mode.
Open MSconfig and disable all non MS services and all startup programs.
You can trace startup and shutdown.
Have a look at Why it takes so long to shut down?
