even if i have an ssd, it took 15 seconds to shut it down.

Is there a way to see what's going in in the shutting process ?

A lot effects it if you have fast boot it will write a lot of data to hd on shutdown, any software running will have to close files and write data

Because there ar loads of programs open and data is cached and windows has to write the dirty bit to the hd

I've heard from a computer tech back in my XP days that computers are clearing out RAM or something on shutdown.

Your issue could be what ever you have installed and loaded when the computer starts. If you have a taskbar full of all kinds of crap and services for all kinds of other crap, then therein lies your issue.

If you want, run Autoruns, go to File and save the ARN file, zip it and upload here and I'll have a look. From there I can see what you're running and perhaps offer some suggestions.

I keep a tight ship myself. My boot time is probably 12 seconds from BIOS to Windows and my shutdown is probably 7 seconds if that.

There is also a registry entry you can add to close hung apps at a certain time. Hung apps can cause a slow shutdown time as well. Have a look here: Control How Long Windows Waits Before Killing Apps at Shutdown

Before you even attempt to mess with the registry, create a system restore point first.
