Sstruggling to redraw windows, tearing

So the machine is the one in my spec. This is a Dual Xeon with a 980 Ti.

Windows is really struggling to move windows, redraw windows that are covered when I move another window on top of it, when resizing windows.

Sometimes I'm even able to count the number of trails. Sometimes it's worse, because the window behind the one moving won't redraw for a half second.

I also have a lot of tearing. I don't want to nitpick but this is really unpleasant; just when resizing Notepad, I have tearing, everything is flashing (scrollbars, test inside).. It's like there is no hardware acceleration for the Windows UI.

The drivers are up to date, and it is connected via DisplayPort to an Iiyama xb 2779 qs

The Iiyama shows in the Device manager as a Generic Plug and Play monitor

The NVidia panel knows its name though.

That same monitor, connected to a mid range Mac Mini doesn't have any problems with macOS...

The tearing is really problematic because it makes the windows feel wobbly, and it is really distracting.

What's the temp of the video card? Have you removed and reseated the card?
It says 38°C at 1% load, and yet I have as much as trails than on my first PC able to run Windows 3.0..

I will open the case this afternoon. Something is not right here.. I believe

Go to power options from the control panel and see if you're using or switch too a high performance power plan.
Use Clean boot,
Troubleshoot Application Conflicts by Performing a Clean Startup
Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,

It is set to either automatic or best appearance.
So I'm still having problems with the UI: lot of trails, artifacts when I resize windows, and so on.

Also, I don't have any UI animations. For example: when I minimize a window, am I supposed to see it shrinking to the task bar or not ? All I see is one partial "menu bar" (top of the window) at one third of the path, maybe at two third, then window goes away. Some thing in reverse when I restore it.

When I create a new window, it just appears in place, that's all. Same in reverse. I find it weird that I can't find a way to have that effect with a GTX 980 Ti, which is supposedly rather .. powerful ?
I wonder if this is not a symptom that something is wrong with the graphics card.

Where did you buy it and which exact brand model ?

It came with the second hand workstation, it is sold as "used": Inno3D iChill GeForce GTX 980 Ti X3 Air Boss Ultra 6GB

So.. DWM (uxSMS) was disabled, which explains everything that I described. I'm not sure how it got disabled, but I suspect it was PEBKAC problem, as I messed with the services earlier because a service was causing long delays at startup. I reenabled it and the performance are good.
