Stall when computer screen comes back on

So, when I let my laptop sit for a while, eventually the screen will turn off. When I shake the mouse to bring it back, the computer stalls for about a minute before it will resume operations.

Any idea why?

Anyways, I did some testing, seems this only happens when I change the power plan to High Performance. Not very performance minded.

Here's another thing I've noticed happening. The computer when it goes into hibernation mode (after letting it sit for an hour), instead of resuming when I press the power button, the computer starts up from the beginning with a message saying Windows shut down improperly.
