strange message when trying to access CMD

As stated, I'm getting this message box popping up at odd times and I cannot access the command prompt to get to SFC because it shows up but no CMD. Any clues Gents?

Update! Went into user/appdata/roaming/microsoft and deleted a file there "soundmixer" and back to normal.....for now

I Googled SoundMixer and it appears to be a virus. Would suggest you ask for your post to be moved to the security section. More likely to get a response there.
