Streaming stops and starts

When I stream ESPN 3 or XFINITY through the Disney stream website the picture is not smooth and consistent. Every few seconds it stops and then after a brief pause the picture starts again.
What is happening?

You Tube same problem on some, not all videos

I have two paid yearly subscriptions PGA Live and ESPN+ that currently work properly and smoothly.

What should I do to correct XFINITY AND ESPN 3 streaming on my laptop?

How would I upgrade my Microsoft browser to accept ESPN+ {My Firefox works OK for ESPN+ now but who knows}? I have Windows 7 operating system. [Love it]
