Stut...tering (Not just audio - Everywhere)

Hello, I recently installed Windows 7 Home Premium, 32 bit on a computer previously running Windows XP. While I am very impressed with the speed and beauty of the operating system, I have noticed a rather annoying issue; practically everything stutters. From typing, to dragging to windows, to scrolling in firefox, I continually receive spastic stuttering at an approximate rate of two seconds.

I am able to bare the problem, but when I watch offline or online videos, play games, or code it gets quite hindering. I have downloaded the latest graphics driver from NVIDIA, ensured all my other drivers are up to date, and have installed every update (Including the optional ones) using the fabulous Windows Update; to no avail! I've also used a registry cleaner, and have scanned the system for viruses but the stuttering has yet to disappear.

The problem exists even with Aero and other Windows display features turned off, and my CPU or RAM usage are scarcely ever high (Largest process being Firefox). Any ideas? Thank you in advance.
