we need to know your other system specs too. CPU, fans, hdds, etc.

with what that GPU requires yes your will be fine, but still need to know more info for a definite answer

how many fan, hdds, PCI cards, etc. but judging from your CPU alone, you probs want a beefier PSU. if your planning to upgrade in the future again, 700W would be good. if not then a 650 or 600W will be good

The R9 270X has a recomended wattage at 500W and 24Amps, Your psu gives 20Amps on the 12V rail, so no you can not use that psu to that gpu the amp on it is too low.

Not Recommend for stressful situations. May not be able to put out full rated power above room temperature, and may slightly fail to meet ATX specs.

Cooler Master eXtreme (only use 75% of labeled wattage)

The eXtreme 2 may be of higher quality, but I would be suspicious of lower grade CoolerMaster in general.
Follow the advice of the other posters as to 12v rail amps and wattage and buy a well known, high quality
PSU. I'm sure many here can supply excellent brand advice.

I don't have the budget to buy a new PSU I guess I would just buy a 7870 or 7850, I know they meet the wattage requirement but I cannot find the amps on the radeon website.

Oh wow! Thank you very much I'm going to definitely bookmark this!!!!!!! I've been wondering this but what would exactly happen if I try to use a 270X with my PSU or any HIGH-END GPU under my PSU? will either the GPU or PSU blow/start to smoke/fail? Or will the system just won't start up? I now know I'm definitely going to save up more for atleast a 80+ certified 600-650W PSU for more room.

What it will do exactly is very hard to say, some psus may die, some start to burn, some smoke, some will just look like its fine and just dont give the card what it needs, there is a lot of bad things that can happen so never stress a psu to its limits no matter what

There have been many reports of failed PS's that take other components with it
like the Mobo, and sometimes, the HDD. First order of business is to buy a
QUALITY PS with the proper amp/wattage specs for your system.
The wattage ratings for GPUs is based on the WHOLE system and not just the GPU.
