Super Slow PC+Blue Screen Of Death After Install

Everytime I reinstall my PC, it's still slow & runs into BSOD's.

How does this get fixed?

Could PC coolers cause the problem? When I 1st pluged it in, the hardware never installed. (The hardware came from Logitech)
Even Safemode is extreamly slow.
Also, is PC Cleaner Pro really a malware?

Those PC Cleaners and other tweaking scamware screw up Win7. I would not use them. If you've already done so, try to System Restore to before the crapware was run, or uninstall it using Revo Uninstaller - How toTo Completely Uninstall Programs.

Stick with the tools and methods in Clean Reinstall - Factory OEM Windows 7 to keep a perfect install. If you didn't follow the steps given for your install I'd do it over to get it right.

Logitech is notoriously buggy software that should be treated with suspicion until it proves otherwise. I'd Restore to before you installed it or uninstall it if it appears in Control Panel. What type of cooler is it? Do you have a case fan and is the CPU fan cooled with adequate thermal pasting job?
 
So the Logitech company's software is buggy?

I have had a powered USB hub that had a bad power supply that caused very slow boot cycles. And overall poor windows 7 performance.
