System Restart Will Not Restart At All - It Just Shuts Down

I have a Dell XPS M1730 Laptop with Windows 7 Ultimate x32. I recently had a few nasty viruses that I hopefully removed completely. The problem I am facing now may not be related to the viruses but I do not know for sure.

Whenever I select the Restart option from the Start menu the computer goes through it's normal shut down procedure but instead of restarting when it should, it shuts down abruptly. The Shutdown option works correctly and at the very end of the process, the laptop turns off quietly. However, when I select the Restart option, at the very end of the shutdown process when it should restart, it shuts off and you can hear the hard drive turn off. At least I think its the hard drive, but there is a noise at that time. The sound reminds me of the noise it makes after the power is cut off to a computer.

Now this also takes place whenever there is any restart being applied. Windows restarting after installing updates, installed drivers needing a restart, anti-virus programs needing to restart to remove viruses, etc...

Laptop Specs:
4GB RAM
Intel Dual Core T9300 @ 2.5GHz
Windows 7 Ultimate x32 SP1
GeForce 8700M GT

I have tried to run the sfc /scannow and no problems are listed when it's finished. I followed the instructions listed at this website = Use the System File Checker tool to repair missing or corrupted system files in Windows 8.1, Windows 8, Windows 7 or Windows Vista

This won't fix your problem, but what happens when you do a shut down by using the Shut Down option on the Start menu?

Have you tried doing an sfc /scanner? Basically it scans all the files and sees whether they are broken or not functioning properly. If you have, say, a theme for Windows Explorer (ex. the navagation buttons) or if you have modified your system files, then it will be removed. If you want to keep them, back up the files before doing the scan.

Malware still seems to be present on your machine. Scan for malware with your antivirus. Make sure it is up to date and run a full scan. Then scan with malwarebytes antimalware which you can download from my signature. Run a full scan with this as well.

We truly regret the inconvenience that has been caused to you. Please check with the system with AC adapter connected and then disconnected to ensure issue occurs in both mode or not.

Please boot the system to safe mode and then restart to check:

Hello, sorry for the delayed response on my part. That laptop will not boot at all now. No power lights come on at all. I tried with the battery in and removed using just the AC adapter. I guess it was the laptops time to go.

Thanks for your reply. There are no lights on the system. Does the power light on AC adapter comes?
Also, when you connect the AC adapter to the system do you see any lights coming up?
