system restore to factory settings failed

I tried restoring the computer to factory settings but after restoring and backing up the computer restarted and it wont go further than the startup page ..there's this error in 'setting up the services to install' windows plz plz plz helppppppppppp it says to restart to continue installing windows.... PLS HELP

How did you attempt to restore the computer to original factory settings? With the manufacturer's hidden recovery partition or a set of recovery disks that you made after you bought the computer? It would also help if you gave your system specs. At the top of every Forum page is "User CP". If you click on that a column opens up on the left side. Click on "Edit System Spec" and fill in as much as you can. Under System Manufacturer/Model indicate if its a laptop or desktop.

If you're using Recovery disks, then try runnning Recovery from its bootable partition on the HD using the hotkey given on first boot screen. If you'd even mentioned the PC brand we could have provideded the steps by now.

If Recovery won't run from partition then wipe the HD first with Diskpart Clean Command
before running the Recovery disks again.

If Recovery fails again try entering Device Manager to disable any erroring devices to see if install will complete: Device Manager - Access During Windows 7 Installation

If these all fail, then get the superior Clean Reinstall - Factory OEM Windows 7 using the installer provided in Step1 for your licensed version.
