taskbar/desktop issues, also chrome problems

so I've just started having some weird problems with windows 7.

it started up fine, but then I couldn't launch any icons, whether it was in the start bar, task bar, or desktop. so i restart, and it's fine again for a little while, but I try to play a game and it tells me I need to clear my cache. i use google chrome, and when I tried to clear it, I got a weird message about it reaching maximum or something. and then it crashes.

I try the taskbar again and nothing works. all the icons are there, but they don't load. and then, some of the already open windows stop working.

also, as a note, when I try to restart it gives me a black screen.

i'm running a boot-time scan now but I haven't seen anyone with these set of issues and would like to know what's going on?

I would try running it in Safe Mode or after a Clean Boot for a while. If the problem isn't there, chances are something is loading during a full boot that is the cause.
