The boot selection failed Status: 0xc000000f

I was trying to uninstall a DVD drive from the Device Manager. When I rebooted I received the error message below.

Code:
Windows Boot Manager  

Windows failed to start. A recent hardware or software change might be the cause.  
To fix the problem:

  1. Insert your Windows installation disc and restart your computer. 
  2. Choose your language settings, and then click "Next."
  3. Click "repair your computer."

If you don't have this disc, contact your system administrator or computer
manufacturer for assistance.

  Info: The boot selection failed because a required device is inaccessible.

I followed the repair instructions using the Windows 7 installation disc. In the end it reported that "Startup Repair could not detect a problem" and nothing was repaired.

I have run CHKDSK on all listed drives and no errors were found and it did not solve the problem. I have checked the boot order and it is correct.

I have tried all the Bootrec.exe fixes.

I have been searching for a solution for hours, including on this site, and cannot find how to fix this. Any help would be appreciated.
