Toolbars - Number of rows - How to control?

I make my taskbar two rows high, and I made a toolbar named "Progs" containing several folders that contain program shortcuts. The toolbar is making poor use of the vertical space available to it, using only two rows of folders, with the bottom third of it going completely unused. The 2nd row of folders doesn't even line up vertically with the toolbar name, "Progs", which is vertically centered and higher than the 2nd row, and the rows don't line up with anything in the system tray, notably, the clock display, which does use 3 rows. The icons used in the toolbar are not so large that only two rows should be displayed, and again, the bottom third of the toolbar area is empty. This is a problem because I have to make the toolbar wider than necessary to avoid the dreaded chevrons, which do appear when the system tray resizes to accommodate a transient icon, because the toolbar will use only two rows.

So, I'm wondering if is there any way to make the toolbar use three rows.
