Toshiba A215 Power Plans doesn't works

When I change power plans in Windows 7, it's only change the screen brightness and CPU speed not change, but in Vista speed was changing.
What driver is needed for correct work of power plans?

speed - this is CPU speed in MHZ. When I change power plan from High Performance to Power Save in Vista CPU speed decrease from 1800 to 900 MHZ, in Windows 7 - no changed.
