Transparent toolbar and windows

Hello all.

Not sure if this is in the right section, my pc is used by all the family, recently the dark transparent toolbar and window border dissapeared and i am stuck with a light blue one, i cannot find any info on how to restore it back...can anyone help..?

Click Start, in search type Theme, top of box will be about 6 choices.
Choose "change windows glass colors"

Other way is control panel personalization and change theme/glass in there.
I think this what you need, because aero might have been turned off also.

I think i am having trouble with aero, i found the troubleshooter and it found one problem, it says desktop window manager is disabled.?
