In windows 7 when i mouse over a task bar item, that item is illuminated. That's fine and dandy -- however -- when i move my mouse off of the task bar, that item stays illuminated. It's a minor annoyance, but it's still something that distracts me. Is there any way to turn it off?

Mine only illuminate during hover or if the application has focus.

I just noticed another interesting effect. When I hover over the Taskbar item, the highlight follows the cursor as I move it across the Taskbar icon. Pretty cool actually...

As for your situation, I would suspect a minor video driver issue. See if your video card manufacturer has a newer version?

I already have the latest Nvidia drivers for my 7300GT.

Yes, i noticed how the light follows the mouse, my problem is that it stays there when i pull my mouse off of the task bar and until i put my mouse back on.

In fact, there seems to be two separate highlights. A bright white one for the active window, and one for the mouse.

Yeah, I have this issue sometimes. I have no idea what triggers it, but it always seems fixed after a restart of explorer.exe.
Can be very annoying if you last had the mouse on an open program cos you end up with the aero peek window.
Might be fixed in 7201, will have to hope so, but it won't be easy to confirm/deny.
Running 7100 x64 with an nVidia 9600GT. Can't remember if it happened when I still had my 7300LE installed.
