Two white vertical lines on screen unseen before

On maximized program window, two white vertical lines unseen before

I use Windows 7 Home Premium SP1.

I started using a new 17" 4:3 monitor. Afterwards, two white vertical lines (borders ?) appear on the two sides of the black content area of a few program windows when maximized.

Is that normal?

The old monitor was also 17" and 4:3, but there were not those two lines.

Even if it's normal, I'd rather not see them. Can they be hidden?

I have tried "Personalize > Windows Color > Advanced appearance settings > select Border Padding from under Item > change size from 5 to 0". But that seems irrelevant.

It looks like the edges of the IrfanView window to me (i.e. I see them when I run IrfanView).

As far as I'm aware you can only get rid of them by going to "Full screen" view.

But, I had used the old monitor for 9 years and did not see those two white lines.

Could it be because the picture on the screen had been horizontally stretched a little bit by someone (me ?), using the OSD menu, and, therefore, went out of the screen on right and left sides?

It is possible that your old monitor was overscanning, thus the window was wider that the display area of the screen.
