Unable to change Window Color, Transparency, etc.

Every time I try to change my window color (via Control Panel\Appearance and Personalization\Personalization) I click on "Window Color" and this window pops up

On my previous computer (Same OS, Windows Home Premium) this window would pop up

Can anyone help me?

That's because you are using a non Aero theme. If I use the Windows 7 Basic theme I get the box in your first screen shoot. If I switch back to my Canada Aero theme I get the second box, the one in your second picture.

When I change to one of the themes under Aero themes, I still get the same result

Does your video card support Aero? Also have you run your WEI score? I've seen Aero/transparency disabled on a clean install until the WEI is run at least once. What is your WEI score for video? Are you running any third party utilities and or custom themes?

My WEI is 7.5, so that shouldn't be a problem. Also, I have a AMD Raedon 7770 HD 1gb GPU. I'm not sure if it supports Aero or notB

I would think it does, you'd have to have a pretty old low end card not to. Not knowing what you had I had to ask. Did this just happen or has it always been like this? Video drivers up to date? Is Windows activated? Anything in device manager with a yellow ! or red x

This is the first time I've tried to change it, I got the computer in November and all my drivers are up to date. The only third party utility I have is the AMD Catalyst Control.

I don't know what to tell you on that one? I know modified or custom themes can mess things up. It appears Aero/transparency is not working for some reason. I have no idea why though.
