Try the Group Policy setting to see if that will work better for you.
If you did a upgrade install on top of your older Windows 7 version, then
somtimes it's best to do a clean install instead to avoid potential issues with remnants of the previous OS messing with the new version.
Well, try the Group Policy first to see if thay may work, then uninstall and reinstall the mouse drivers to see if it may help with that issue. Hopefully you will not need to reinstall yet.
