Unable to update to IE 10

My issue started with Internet Explorer not opening. No error message, nothing at all. When attempting to run IE or IE no addons mode it doesn't appear in task manager even for a second.

I attempted to do a windows update to install Internet Explorer 10 because under "Programs and Features" it said I had Internet Explorer 9 installed. It failed. I attempted to download IE 10 from microsoft and it failed without giving details other than that it failed to install. No error code or anything. I attempted to uninstall IE 9 from within Programs and Features and it fails with a message stating that it was unable to uninstall all updates. If I go into Turn Windows Features On/Off it lists IE 10 there. I removed IE 10 from within there and then re-added it. Same issue. Can't open IE and still can't run IE 10 installer.

I ran SFC and Windows update Readiness tool. Attached are my logs.

Any help is appreciated!

Two fixes are required.....


I've uploaded a file - bicaa.zip - to my SkyDrive at Noel's SkyDrive
Please download and save it.
Right-click on the downloaded file, and select Extract all…
Extract to the default location - which will create a new folder bicaa in the same place.
Open this folder - there should be one folder inside it (Manifests)

Copy the content of the Packages folder to the folder
C:\Windows\Temp\CheckSur\Servicing\Packages

Now run the CheckSUR tool again (it may take a while)

Post the new CheckSUR.log file, and the CheckSUR.persist.log file.

Once that's done,


I've uploaded a file - bicab.zip - to my SkyDrive at Noel's SkyDrive
Please download and save it.

Right-click on the saved file and select Extract all...
Change the target to C:\ and click on Extract
Close all windows (it would be a good idea to print these instructions!)
Now reboot to the Repair Environment - as soon as the machine restarts, start tapping F8 - this should bring up the Advanced Boot Menu, at the top of which should be the option 'Repair my Computer'
Pick that
You'll have to log in with your username and password.

Pick the option to use a Command Prompt
At the prompt type
DIR C:\bicab
hit the enter key - if you get a 'Not Found' error try
DIR D:\bicab
or
DIR E:\bicab


The drive letter in use when you find the folder will need to be substituted (for<drive>) into the following command...

XCOPY <drive>:\bicab <drive>:\windows\winsxs /y /i /s /v /h

(e.g. XCOPY P:\wfire P:\windows\winsxs /y /i /s /v /h )

run the command (it should take almost no time)and when the prompt returns, type
EXIT
and hit the Enter key to exit Command Prompt - reboot to Normal Mode Windows.

Now run SFC /SCANNOW in an Elevated Command Prompt
then reboot and upload the new CBS.log file to your reply,

There's still an error present in SFC and the same one appears (twice, as normal) in the CheckSUR result.

It's too late to work on it tonight - I'll see what I can do tomorrow.
