Unable to Use/Format 4GB HP USB Drive

When I plug it in, it says it needs to be Formatted, when I try to Format it says that it can't.

Any ideas?

hit the start buttom and type cmd.exe in the search box and hit ctrl+shift+enter to get administrator command line,when prompt press yes, or enter administrative credentials in the UAC pop up box.
at the command prompt line, type format <drive letter> : /FS:FAT32

Yeah none of the Command Prompt stuff ever works for me. EVER. call I get is C:/Users/Josh that's all.

EDIT: I blew into the USB Port, and now it works.

some of the usb port maybe already broken, can try the other one.. it's the hardware issue.

Actually, it's not as daft as it seems. It could be a build up of dust or other foreign matter on the contacts which is preventing a clean connection. Blowing into the socket helps to remove such stuff.
