You have a number of problems in the CheckSUR report - all Watchlist errors - which I'll post a fix protocol for a bit later.
Here's the list, for reference.
Code:
Checking Package Watchlist
(f) CBS Watchlist Package Missing 0x80070002 Microsoft-Windows-Client-Features-Package~31bf3856ad364e35~amd64~~0.0.0.0 Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2 Package registry presence failed, possibly an orphaned package on package watchlist

Ok - we'll have to do this in least at two parts, because of the complexity of it.

First, please back up the registry - create a System Restore Point,

BE CAREFUL! MISTAKES IN THE REGISTRY CAN BREAK YOUR INSTALL COMPLETELY. If you do not understand an instruction, ASK first. If you get an unexpected prompt ASK!

Open Regedit and navigate in the left pane to the

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
key
right-click on the Key and select Export - call the file backupnp.reg

right-click on the Key, and select Permissions
Click on the Advanced button
Click on the Owner tab
highlight the Administrators entry in the list, and put a tick in the 'Replace owner.....' box
Click Apply (NOT OK!)
Click on the Permissions tab
Highlight the Administrators entry in the list, and click Edit
Put a tick in the Full Control/Allow box, and click OK
Click OK again and exit Regedit

Now open an Elevated Command Prompt, and run the commands in the box - use copy/paste (instructions at the end)
Code:

This will create a new file on your desktop 'WATCHNP.LOG' - please attach that file to your reply

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Hi NoelPD,

thanks for your help! I did as you told, but i get stuck at

highlight the Administrators entry in the list, and put a tick in the 'Replace owner.....' box
Click Apply (NOT OK!)
After clicking "Apply" it says, that the owner could not be set on the selected key or on some sub-keys (I am translating it from german - so it might not be the original message displayed).

How should i proceed? Ignore and continue?

Ouch - that means that you have some serious problems!
Please Cancel out and exit Regedit while I think how best to proceed.

The big problem here is that there could be thousands of subkeys present, and only one needs to be wrong to give that error.
I did test that sequence in my (updated) VM before posting it - and it worked without a problem.
We may be able to work around it if the problem is confined to sonly some of the subkeys.....

Open Regedit and navigate in the left pane to the

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageDetect
key
right-click on the Key and select Export - call the file backupnp2.reg

right-click on the Key, and select Permissions
Click on the Advanced button
Click on the Owner tab
highlight the Administrators entry in the list, and put a tick in the 'Replace owner.....' box
Click Apply (NOT OK!)
Click on the Permissions tab
Highlight the Administrators entry in the list, and click Edit
Put a tick in the Full Control/Allow box, and click OK
Click OK again and exit Regedit

I suspect that the problem lies with the entries in the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages
subkey
Please navigate to that, and report the current owner, and the permissions for all the entities listed.
Then navigate to the
Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2
subkey
and do the same for that

I've asked for some help with this - that error is going to block anything we try and do from within Windows, and I'm not sure of the best way to approach it.

I may have a way to do it - it depends on how badly the subkey is messed up.

Please boot to the Repair Environment - reboot your machine and start tapping the F8 key to bring up the advanced boot options (where you'd normally select Safe Mode)
Select 'Repair your Computer'

Log in as your normal administrator account
Choose the option to open a Command Prompt
at the prompt type
REGEDIT
and hit the Enter key - Regedit should open up
Highlight the HKEY_LOCAL_MACHINE entry in the list in the left pane and right-click on it
Select 'Load Hive'
Navigate to the Windows folder in your normal install (careful!- it may not be where you think it is!) and then to
<drive>:\Windows\System32\config\SOFTWARE
and highlight the SOFTWARE
Click Open
in the popup box, Enter MODH and click OK

You'll see that the new Key is created in the list under HKEY_LOCAL_MACHINE
Now navigate to
HKEY_LOCAL_MACHINE\MODH\\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages

In there, find the Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2 entry and attempt to delete it.

make a note of any error messages.

Now go back to the HKEY_LOCAL_MACHINE\MODH key and highlight it
In the Menu Bar, click on File, then 'Unload Hive' - this saves any changes you've managed to make.
Close Regedit, and close the Command Prompt window, and reboot.

post back with your results.

Reset Windows Update components
Windows Update - Reset - Windows 7 Forums
System Update Readiness Tool fixes Windows Update errors in Windows 7, Windows Vista, Windows Server 2008 R2, and Windows Server 2008

If the above known-fixes for Windows Update failures will not resolve the issue, then run SFC /SCANNOW Command again to double-check the integrity of your System files.

Unfixable System files often require a Repair Install.

If this is perchance the corrupt factory preinstall I would not waste any more time but instead do what most tech enthusiasts do which is to get the superior Clean Reinstall - Factory OEM Windows 7
to shed the bloatware which throttles and interferes with Win7.

I've found it is easier to get a Clean Reinstall - even for retail - than try to troubleshoot deep corruption issues since it's hard to root them out entirely, and a Clean Reinstall done right following the steps in tutorial is better than 90% of users will ever have and better than getting a new PC with all the bloatware.

CheckSUR and SFC are already clean - apart from this problem in the registry.
I've asked him to have a go at deleting the errant entry from an RE boot, but I don't hold out much hope.

Oh dear....
Code:
Checking Packages
(f) CBS Registry Error 0x00000002 Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2 Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages\ Failed to open store sub key

Please see if you still see the key in the registry - if you do, then we'll have to go for the repair install (It's obviously being rebuilt in a corrupted fashion by something else)

Please open Regedit (in normal Windows)

Navigate to the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages
key
Then navigate to the
Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2
subkey
What happens when you click on it now? (does it even exist?)

It's in the registry and on clicking on it produces the same error:

"Error while opening Package_2_for_KB2567680~31bf3856ad364e35~amd64~~6.1.1.2; The key can not be opened due to an error. Details: The System cannot find the given file."

I could probably have a crack at repairing the binary for the registry hive, I bet something has bitflipped to a termination character on the permissions of that value.

But there's only one problem, this is working on the SOFTWARE hive, which is where the product key is encoded for retail licenses so it's unlikely that you would trust me enough to do this. If your license is OEM it's a whole different matter.

Do you know if you have an OEM license, or a retail license? If you don't know, just tell me whether your computer has a COA sticker on it, and for which version it is valid for please.

Tom
