Updating from 7 Home Premium to Business Versions

Does anyone know how one updates from Home Premium and what it costs? Seems like a rip off if we have to pay $200 after buying a promo PC with Home Premium and then want to use XP mode to run a favorite XP oriented program.

If you have an XP disc, you could always run VMWare.
