Urgently need help!! I have lost my language bar

I don't know what really happend, my toolbar property on my desktop cannot display my language bar at all!! I have tried several way to retrieve my lanuage bar but it doesn't to bring back my language bar at all. Do i have to reinstall my lanuage bar program? If so, please make a link to allow me to make an access to the program. This is so frustrating that I just lost lanuage bar without any reason!!!
