USB Keyboard not working after reboot

I have a laptop with Win7 Pro 64bit and an usb keyboard plus an usb mouse.

The strange is that when i reboot the pc using RESTART the keyboard does not work at all until I unplug/plug it. The mouse still works.
When I shutdown and then start the pc using the poweron button then everything works fine.

Any ideas?

what is your motherboard? you might need to set full utilization of usb devices in your bios. also what is your keyboard and mouse?

I also own a Thinkpad P50 Xeon 4K, X220T, X1C5
In BIOS i already set enabled everything in regard of USB.
Keyboard is an old IBM PS2 keyboard, connected to usb port via an adapter PS2-USB
Mouse is MICROSOFT WHEEL MOUSE OPTICAL USB, connected directly to another usb port on pc.

has it always been this way? it might just be that win 7 plain doesn't see the ps2 keyboard, doe sit show up in device manager? also if its a model m im jelly lol.

Yes, always been like that.
It shows in device mgr but doesnt work at all: after i unplug and plug again then it works.
The issue happens only when i reboot (restart): instead when i fully shutdown and after i start pc everything is fine.

And yes, its a model M: it came with my IBM PS/2 in 1993 and i have always kept it, there's no comparison with "modern" kboards....

you could try removing it in device manager then reboot and see if windows gets a better driver for ps/2 support, also in the device manger in it does it give it any power settings (it shouldn't)?

In DEVICE MGR there is only an option (selected)
ALLOW THIS DEVICE TO WAKEUP THE COMPUTER.

What i really do not understand is why the keyboard works fine after a Shutdown/Start and instead doesn't work after Reboot.
