USB ports keep going up in number

On my Dell Vostro laptop, Up until today I never had a problem but now when I plug in my energy monitor to a USB port I do.. I have a mouse plugged in one port. If I plug in my energy monitor into any of the other 3 USB ports it installs a USB to serial port at the next higher com number. Its up to com 18 now. If I unplug and replug it in again it will find USB to serial com 19. It just keeps going up. How can I reset it back to 3 or 4.

go into device manager and delete the high numbers

Please go to start>search>type device manager.
Are there any "unknown devices" with yellow triangles on them?
Is you driver there , listed, and working?

If your driver is missing, or there is a yellow triangle on it, you will need to update it.

no there was no yellow, I tried deleting all the drivers and reinstalling them and several other things. I was finally able to go to the device menu and change the port from 18 to 4.
The first time I tried it wouldn't let me but after reinstalling the drivers and a reboot it let me. So I deleted all the high numbers and changed the port from properties to 4 and now I'm good.
