Video Playback is stuttering across all programs

Hi,
This is a problem which I have had before, and it went away for reasons I have no idea. It has returned and I would like to try and understand why.

Video playback is very jittery when playing videos in google chrome on certain websites (ign, facebook e.t.c) and even some non-chrome applications. It's hard to explain exactly what I mean so I'll put a link to a few short example clips which I've saved to my google drive. I think the effect can be seen best in the second video. It seems to keep jumping back and forwards between frames.

On a possible sidenote, my cpu seems to be running slower, with everything using a higher cpu % than normal, for example simply opening a new tab or refreshing a page on google chrome sends my cpu usage up to 60-70% (from like, 3%).

I have done malware scans using malwarebytes and hitman pro and neither of them found anything significant. Drivers are all up to date.

SSD: Samsung Evo 840 Pro 250GB
HDD: WD Black 7200rpm 750GB
GPU: NVidia GeForce 750m
CPU: Intel Core i5-4200m
RAM: 8GB
OS: Windows 7 Home Premium SP1 - 64 bit

Hi and welcome back to SevenForums,
Local videos are these files located on the C drive or an alternate drive or separate partitions on C ?

For all browsers try to disable hardware acceleration it there settings
In ie use Gear symbol on the top right and Internet options/ Advanced section and check the top box = Use software rendering instead of gpu rendering/ Apply and Okay.
Close ie and re-open,

Other items like Flash objest or even Java from Oracle might be the issue since this looks more like a gaming thing more than videos,
Do you have the stand alone Shockwave player install ?
Post a screen shot of your add-ons page,
Gear symbol and Manage add-ons
On the top left column Toolbars and extensions
On the bottom left column switch to Show All add-ons,

In Chrome go to settings and advanced settings I believe and Uncheck use hardware acceleration when available

Hi,
I made a mistake with the title of this thread and can't figure out how to change it. The issue is occurring in some programs as opposed to all of them (as stated in the title) and has no effect on playback of local videos (unless I try to play them via chrome for example).

I have tried disabling hardware acceleration in chrome and this fixed it across the affected programs. Strange. I would be interested to know what has caused my PC to struggle with hardware acceleration, given that the setting has remained on since I bought the PC and most of the time it has had no issues.

Even more interesting is that I can play videos in internet explorer with hardware acceleration turned on and will have absolutely no issues.

My Java is up to date.
I have installed flash player for internet explorer, but do not have a standalone Shockwave player that I know of?

Haha, I would happily uninstall it except for the fact that I'm a CS student and kinda need it for coding purposes. I guess I could uninstall the browser plugins but I have serious doubts that it would have any effect on video playback using hardware acceleration?
Of course if it's worth testing I'll happily give it a go.

Yeah it could be either of those, but that's the thing, it was working fine a few days ago. I haven't updated my drivers for a few weeks (haven't needed to) and chrome hasn't had any updates that I'm aware of. It just decided to start acting up and it's extremely frustrating

Oh well, I've disabled hardware acceleration I guess that'll do for now. Doesn't explain why other programs started acting up. I played a game of LoL yesterday and found that the client was running horrifically slow. Typing was painful I would sit and watch each character print ridiculously slowly after I had typed. Not sure how chrome is managing to have an effect on that as well.

I haven't used Chrome in years but it is getting more process hungry and posibly even aggravating antivirus programs trying to keep up with it ?
Which you show no a-v so what's up with that :shock:

I haven't had an antivirus program for the last 3 years and never got a virus. I just don't download stuff from dodgy websites. I still do regular scans just to be safe though.
