W7 64 IE8 Can not download

IE8 will not download. Has worked for several months so something has changed. Tried the following with no change:

Use different browser (Firefox downloads OK)
Reset IE8 settings to default (tried and doesnt work)
Run IE8 in no addons mode (safe), doesnt work)
Disabled Avast-no change.

Have you unchecked auto detect settings in IE tools?

If you are referring to the auto detect under connections/lan settings yes I have tried that unchecked with the same results.
