Can not download with windows 7

No porn sites, no game downloads, and I don't try to download every scan tool because I get a pop-up telling me my PC is dangerously infected, and I know I haven't won an I-pad, x-box or play station and tried to collect it. What I have done is many searches on this download problem and followed all the steps to fix the problem. Like turn off firewall, allow downloads, allow active-x controls, allow web sites when my computer tells me it will harm my computer even when it is a reputable site such as Adobe. Also, I have not downloaded any of the software those searches recommended I download to fix the problem, because guess what, I can't download a thing except Windows 10 up-grade.

Use Clean boot,

Click Start and type in the search box,
msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
Repeat the screen shots,
