Yes I do have W7 retail.
Hardware's specs:

1. Asus B460 plus with WiFi.

2. 16 GB DDR4 3000 MHz HP memory.

MB, doesn't support more looking for another that does support 3200 MHz Corsair vengeance, but lacks built-in Wi-Fi support.

Any app to check for MB and memory compatibility?

3. Samsung nvme MPro 970 250 SSD.

4. Seagate baracuda 72K RPM.

6. Corsair vs 500 PSU.

7. Gigabyte ATX casing.

On a non OEM desktop you have big chances you can install Win 7.

Win 7 installation drive don't have some drivers (SATA, USB3.x and NVMe) needed for the MB. You have to add those drives to the installation drive.
Update your Win 7 installation media
SIW2 is the one that knows everything about hardware compatibility with Win 7.

1. Any Asus/ MSI/Gigabyte MB that supports @3200 MHz clock speed RAM........like posted am being recommended one but doesn't have WiFi support, max up-to 128 GB memory on it's user manual and supports 3200 clock speed memory. WiFi card would need to be added.........

Any app to check MB memory supports?


2. Regarding monitor am looking for a 24/28 " IPS LED. Should I be considering response time, refresh rate, non SRG?

Any recommendations. Not into gaming. (its for my secretary)

3. Am being offered HP all in one touch screen 24", running W10 Pro, aethitcially looks nice since but not much options for customization.

4. Any recommendations for a soft laptop like keyboard, mouse, like the one in my ancient Sony Vaio VGC-LS1?

1. I don't want a 3200 RAM chocking on a incorrect MB.

You're mixing subjects. Focus one at a time.

DDR4 has a native 2400 MHz clock. To use any above you must overclock. There are certified Overclock memory (XMP) but the MB must run overclock memory. I know that Z chipsets do.

You must define priorities. If Win 7 is top one, choose a MB that run it. Then check what memory modules runs on the MB.
For the monitor, resolution is my first check point. I don't like any resolution higher than HD (1920 × 1080) because of the the text, icons etc size.

I won't give my opinion on laptops as I don't like them, but stay away from those very cheap. HP has a professional line and they are good and easy to maintain. Stay away from game laptops, they overheat. recommend one with a i5 or Rysen 5
