W7 XP Mode + Virtual PC

The MSoft website implies that, to use Virtual PC, I must first install XP Mode. Is this correct? What if I don't want XP Mode but do want to use Virtual PC?

Is there a list of guest OS that Virtual PC can host?

You can just use Virtual PC. Virtual PC can host an 32-bit OS such as any version of Windows or Linux. VirtualBox can run 64-bit guest OSs and is also freeware. Virtual PC is freeware and XP Mode uses it to run, not the other way around.
