I like to be extra cautious when it comes to security.

What are my chances of contracting any type of malware if when I download an executable then scan it with the free service at virusscan.jotti.org the results say it's completely clean?

Is there any possible chance even the smallest piece of infected code might be able to get by all these antiviruses?

Well I scan with two. MSE and MAM. So far it has worked for me. Keep in mind it is always possible for something to slip by.

Even if a program doesn’t have no viruses,if it’s badly codes,it can create problems in your system.For testing some software without disturbing your system,sandboxing is good way to do so.
While this is often meant for testing software, it’s also a good choice to run a web browser or really any other software in there if you’re rather paranoid.A very popular choice for this is Sandboxie, but there are other products, both free and paid, which can achieve the same.:)

Nothing is 100% safe, ever. When you ask if there is the smallest chance, response is YES, there is a chance that viruses past though antiviruses undetected.

If you want to be cautions/careful/paranoid about security, you must arrange a layered defense, where many different things scan your downloads and protect. An online antivirus is a good one, but also important is your regular one (and fully updated) running on your box, as well as a good firewall with the most restrictive settings possible, running as standard user and UAC at the highest level. And most importat, common sense.

Even then, viruses CAN slip though your defenses. But in those cases, a good setup may limit the damage they can do.
