What does SKUTL.DLL missing mean?

Everytime I start my laptop is tells me C:\Users\admin\AppData\Local\Temp\skutl.dll cannot be read or found

I've looked for the folder and cannot find it, the message started popping up a couple months ago and ever since it started popping up my computer hasn't been running the same, it's been slower and lagging and certain programs take longer to open. I know nothing about computers so I don't know what any of this means or if this is even in the right forum. Can sombody please help me?

The fact it is in temp is bad news. REAL DLLs would not be in temp. Its probably a rogue start up entry that you should remove.
