It's a programmer for a Microchip brand PIC series microcontroller, probably made to resemble the company's PICStart Programming tool, meaning that it works the same way. It's a device that lets you program a microcontroller ship with your own code and put it in a circuit to have it do certain things, like making USB devices, garage door openers, remote controls, etc. It assumes that you have some knowledge of electronics. The thing with the little "vents" is a socket to hold the chip being programmed. You put the chip in, flip the lever and it holds it there while it's being programmed. When you're done, release the lever and you can take the chip out

The documentation on what it does is at the bottom of the page. This thing that you've purchased should work the same way. It most likely attaches to your serial port, though I can't see the connector to be sure. You need some free software to be able to write the programs for it and to make it work.
