I don't know but I used the formula's for rep power in the post that you linked me to and I came up with 31 as my rep power. Maybe my error thu cause I did run out of fingers and toes to count on!

I dont know I have only neg rep'ed ppl twice and they were before they deflation. I think I remember tews -rep'ing someone for 25 a day or two ago
