Is this a clean install on an empty drive?
Is there only one hard drive? Are there any other OS installed on any other drives?
Have you disconnected all external devices except keyboard and mouse?
How much RAM is installed?
What other devices do you have inside the computer besides Processor, RAM, Video Card, HDD, and DVD Drive?

The point where the installation is stalling is where the Services are starting up. This indicates that some device in the system is failing to initiate or it's driver is conflicting with others.

Try Installing with the TV card removed.
For a problem install you should only have the bare minimum devices installed in the box during OS installation.

Try to remove EVERYTHING that's not strictly necessary and try to install. Leave just one stick of RAM, onboard video if there is any, only one hard disk. If that fails reset the BIOS. There should be a jumper on the motherboard for that purpose that is named JBAT or CLEAR CMOS. If it is able to restart properly after that, then it was a BIOS glitch or motherboard fails to allocate resources properly. If it works, next time try putting the TV tuner card in a different PCI slot.

The problem was in graphics card. I removed it, now everything works fine. Also you have to clear cmos.
