Solved When logged OUT, how are power options determined?

I understand some of the power options pretty well when I'm logged in and at my own desktop: Screen, disk activity times, sleep mode, etc. I know how to change them. But what determines which of these options are in use when logged out and at the login screen?
Is it the set of options that were in place for the last person who logged out? Or...???

The last set of options selected when a user was logged in are used when no one is logged in (remember, power settings are per machine, not per user - if a user sets power options, those are the options per machine until changed).
