Windows 7 Wont turn off when put to sleep or hibernate

Hi
Medion Aloya E7214 acquired for 17" screen
New install of W7 all works fine but . . .
When I Shutdown->Sleep nothing much happens and I have to hold down the power button to stop the fan whirring. Restart is a normal windows start up
When I Shutdown->Hibernate nothing much happens and I have to hold down the power button to stop the fan whirring. Restart then says resuming.

So it looks like the process works but hte final step of turning off the computer does not work
Ive checked the power options (including advanced) and I can find nothing that is preventing turning off (Hybrid sleep is allowed)
Powercfg -A says Standby (S3) Hybrid sleep is allowed. S1 and S2 are not.
Ive checked the Device Manager settings for everything that has a power management tab
HID compliant mouse (A USB mouse) has a greyed out unticked Power Management setting "allow the computer to turn off this device" but it wont sleep even if I remove this mouse
The 2 Network devices have "allow the computer to turn off this device" ticked as do the Generic USB Hubs anbd the USB Root Hubs.

So what is preventing this computer from turning off?

When you hold down the power button to stop the fan whirring it shutdown, doesn't it?
If so, you should run a check disk
Open a CMD window as administrator and type:
chkdsk c: /f
It will say your disk is in use and ask if you want to schedule to next start = yes

I suppose you did run Control Panel\All Control Panel Items\Power Options\Edit Plan Settings to see if sleep and hibernation are enabled

Have also noticed that it wont turn off from Start->Shutdown so this is nothing to do with Sleep or Hibernate just the shutdown process. (which is consistent with the hibernate behaviour)

Its actually weird because
Start->Restart says "shutting down" screen goes black and then about 35 secs later it turns off and restarts But
Start->Shutdown says "shutting down" screen goes black and then 2 minutes later the fan in still whirring and all the lights are still on

Is BIOS up to date?

Create a shortcut with the code below, place on the taskbar and execute. The computer should shutdown

C:\Windows\System32\shutdown.exe /p

Yes it should . . . . . but it doesn't.
As before, screen goes black but indicator lights stay on and fan whirrs

Shutdown /r works fine (turns off, all lights out, fan off and then restarts)
(but it takes 30 secs form screen black to switch off so maybe a timeout somewhere)
Off for maybe 5 secs then restarts perfectly

I had a old Win XP laptop that was acting like yours after I installed Linux on it. I couldn't find a solution.
I suggest you go to a Medion Aloya forum to see if there is a solution.

There is nothing in the BIOS about lower power modes

C-STATE, EIST, S2 or S3 suspend? Look good and hard.

There really is noting in the BIOS about lower power modes
powercfg -A says S3 supported. S1 and S2 not available
powercfg -H ON makes no difference

Interestingly Hibernate has disappeared from the shutdown menu but Sleep behaves like Hibernate (apart from not turning off the computer) So Click Sleep and
- screen goes back everything stops apart form the fan and the inidcator lights
- Press and hold power to turn it off
- Press power to start up and it says Resuming - and does indeed return to where it was.'
