why can I not rearrange picture placement ?

it seems that windows 7 will let me do everything with pictures except move them around on the same page in the order I like, is this my computer or windows 7?

if I have pictures in front of me using windows photo viewer to view as saved either on my laptop or a USB flashdrive on the screen in front of me I could on vista and XP move them to a specific order according to each induvidual picture I like ( left click then drag to location ). for example if the upper left corner was being most desired going from left to right on each row and lower right being least desired, I cant do that with windows 7.

is the difference in : vista " windows picture and fax viewer " as opposed to " windows picture viewer " in windows 7 ?

conclusive answer : microsoft removed the disable auto-arrange feature for files and folders from windows 7
