Why doesn't the New Folder button create a new folder?

When I bring up 'Explorer' and navigate to a file folder...and want to add a 'new folder'.... there is a button on the top of explorer which says 'new folder'..... I click the button, and it DOES NOT create a new folder.

Yet, if I 'right-click' i can select 'new folder' from the list that comes up and it WILL make a new folder.

Why doesn't the New Folder button work on the top of the explorer page???? Frustrating!

Here's a screen shot to show you where the New Folder button is in explorer.

The reg file from 5.) does not solve this issue. I've not yet found a solution for it. New folder from command bar and shortcut Ctrl+Shift+N does not work, only New context menu works. Maybe something is wrong with the registration of the responsible command:

it did not help, what I noticed is that it's only my current account, in another account I have for testing purpose it works.

In that case, I would recommend to create a new administrator account to replace the current one. Next copy the contents in all of your old account's C:\Users\(user-name) user folders (including hidden AppData folder) into the corresponding new account's C:\Users\(user-name) user folders. Afterwards, when everything checks out ok, you can delete the old account while logged in the new account.

Thanks for the tip, maybe I should try it. I guess this could result in problems like some application using hard coded file paths etc. or the problem will show up as well if it's caused by some application or extension.
