Win 7 cant implement more than 300hz refresh rate - Need help

Windows 7 makes unexpected errors as soon as more than 300 hz refresh rate is set. Taskbar freezes. Start menu no longer opens. Ufo test only shows between 60-100hz, if refresh is set between 320-480hz. Only 300hz is possible, so the UFO test then shows 300fps / 300hz. But unfortunately more is not possible. All drivers (including monitor drivers ) are installed, except for the PCI Simple Communication Controller. But there are no drivers for this also in Windows 8.1, and Windows 8.1 anyway is able to achieve a 480hz refresh rate.
Tried Custom Resolution Utility, Nvidia Control Panel (with latest Win 7 gpu Driver 472.12), and Windows Settings, to set refresh rate to 480hz.

Any ideas whats going on there?

As mentioned, Windows reacts unexpectedly when the refresh rate is set to 300hz or more. Sometimes the 300hz is implemented and Ufo Test shows 300hz, sometimes not and Ufo Test only shows 60-100hz. At 480-500hz the taskbar and start menu freeze immediately and the PC has to be restarted. Very strange

What did you do to your computer before your issue occurred?

Simply installed Windows 7 Ultimate x64. Installed all drivers and gaming application. Works all fine, like in Windows 8.1, 10 or 11, on the other 3 hard drives.

Only the refresh rate is causing problems, and I can't see any problem with the drivers, as they are all successfully installed, except the PCI Simple Communication Controller - Intel Management Engine (no drivers for Windows 7)
But these IME drivers are also missing in Windows 8.1, and in 8.1 the refresh rate works fine and implemented up to 499hz (+500hz is only possible with Windows 10 and higher). I would also exclude any mistakes in the GPU drivers, since the same GPU drivers 472.12 are installed in Windows 8.1,
There are no more starting points. But it seems like there is a limit to the refresh rate in all Windows versions:
-It is not possible to set 500hz under Windows 8.1. The maximum refresh rate here is 499hz. To try setting 500hz causes immediatley a display error message: Refresh Rate is not supportet at this display.
-In Windows 10 the maximum limit is 500hz. More than 500hz not possible to set
-In Windows 11, however, 540hz can be set, and it works fine and implemented.
-In Windows 7 it is possible to set 499hz, but it is not implemented, and the unexpected symptoms occures (taskbar freezes, start menu does not open, Screen still looks and moves like 60hz. UFO test only shows 60fps/60hz.So the 499hz are not implemented.
The PC can no longer be shut down (need to power reset then). And after restart with 499hz Screen stuck at the Welcome Display (Desktop does no open). I have then always to disconnect the display port cable from the GPU so the PC then can start from second monitor into Windows 7, which works at least.

This is the only starting point. The question is how this can be fixed. Maybe modify system files or Regedit. Ideas are welcome.
