Win 7 Intel Wireless Radio Off

I have reimaged my Toshiba Satellite and still get the wireless radio is off message. I have tried virus checking did the Intel driver search and still get the error. The icon about the icon is lit and I get the on/off icon showing on the screen but the still the wireless cad does does not work. Everything else works wonderfully. Searching the net it seems to be a common issue with many brands. I am glad I am bald or I would be pulling my hair out. Other than a sledge hammer, what else can I try??

Is this a message from a toshiba app or from windows, and what drivers are you currently using for the WIFI card? Also we need your laptops full model please, and a shot of the device manger showing your network devices would help as well like below.
