Win7 booting issue

I have a dual boot Win7/Win10 system where Win7 will no longer boot to the OS. Win10 is fine. I just built this system a few months ago. Installed Win7 and finished all the tweaks then installed Win10 for dual boot. System was running fine until recently where attempting to boot to the Win7 partition where it fails. Using a partitioned Sata SSD for dual boot.

What is really curious here is I had almost the exact thing happen with a previous Win7/Win10 dual boot system that ran for years until the Win7 partition decided to stop loading, where the Win10 partition worked fine. I made a post about this one here but can't find that topic.

What is really odd is when booting to Win7 the screen stops on the Loading Windows splash screen however the OS itself seems to load fully even with the screen stuck on the splash screen. I can hear the Win7 startup sound as it loads. Took me a while to discover this with the previous hardware but discovered this new build is doing the same thing. I can hit the power button forcing Windows to shutdown normally again with the shutdown notification sound with the system powering down when finished.

If I attempt either Safe Mode or Safe Mode with Command Prompt the bootup freezes during the driver loading process and seems to stop with the last driver loaded is ....Drivers\storport.sys. System will not fully boot with either Safe Modes however like mentioned above the system seems to boot completely for a normal boot attempt however it's stuck with the Splash screen so no other visuals. The Splash screen is not froze as the windows image shows graphical movement.

If anyone has any advice on what troubleshooting steps I might try? I gave up with the previous system. That's why I built this system but now that it's doing the same thing I can't help but wonder if there is something going on with Win10 that may be causing the Win7 partition to fail somehow. Otherwise I'm just going to rebuild this system and simply load Win7 only and not dual boot anymore. Not mission critical and it's just a spare system I tinker with.

System specs. Intel X79 m/b, Xeon E5-2680 V2 cpu(10/20), RX570 GPU, 16 MB(4x4 sticks) DDR3 memory in Quad channel.

In the past when I did dual boot I used EasyBCD. EasyBCD can also repair a bad boot loader so check that out...

But the issue is it's actually booting normally(with the exception of Safe Mode) however, for whatever reason, the screen remains froze with the booting image so nothing for a mouse cursor to interact with. Read the details in my OP. And like I mentioned this is exactly the same issue I had with another system(linked that topic).

I can't run SFC if I can't get into the OS. Although as I mentioned it does appear to boot normally with the exception of the screen. That makes it too hard to not only run SFC from the command prompt blind let alone see the results.
