Win7 Firewall Service not starting, blocking ALL incoming connections

Hi guys this issue is doing my head in.

This happened to me before a few weeks ago, I reinstalled and after about a week the problem is back.

The Issue: After a restart of the computer the firewall will NOT turn on, in the control panel it tells me to reset to default settings (1 Button) upon clicking does nothing.
In services.msc all other required services are running (Base filter etc.) the windows firewall is not running.
I attempt to manually start it and an error message pops up "Windows could not start the Windows Firewall on Local Computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 5."

So I did some research and microsoft told me it was an error with permissions, so I tried their fix it and other manual fixes with no luck what so ever.

What I think may of caused this, the BIOS clock is set correctly but on a fresh windows install it thought the time/date was wrong. It was stuck in 2008. I manually changed this, restarted fine and nothing went wrong for 2 weeks.

I'm pulling my hair out here guys, any solutions?

There is something wrong with your system. More then likely some deep hidden virus of some type or there is a hardware fault.

If the BIOS Real Time Clock is set correctly and the CMOS battery is still good then the OS will pick up that time and date and all you should need to change is the Time Zone setting to your location. After that it should not change. If it is then there is something on your PC that is causing the change.

If you didn't to a Clean Wipe of the drive when you reinstalled whatever caused this problem the first time got left over and is infecting your computer again.

Look at this to Clean your drive and then Reinstall.

Thankyou for the reply.
This PC doubles as a HTPC/File Server so I have 4tb of drives connected and then the OS drive.
I've ran virus scans in the past, I keep an AV running and I'm extremely careful when it comes to what I download or run. Which leads me to believe this is either a hardware/windows error causing this and not a virus.

On the chance that it is, is there any way to detect or remove it without having to reinstall again? Setting up all the shares is very time consuming.

Maybe this link will help. Some services do not start in Windows Vista and Windows 7

You might also try running the sfc/scannow command in case there are any file integrity problems.

I fixed the issue, here is what I did:

Open time settings
Change zone to anything random that is not your own, press apply.
Re-open time select your zone and press apply.

I attempted all those registry tweaks, sfc scans, virus scans etc.
It turned out to be an issue with my bios clock resetting after restart and windows firewalls reaction to a time change is to lock down every inbound connection and stop the firewall starting.

If the bios clock is losing time then the battery on the motherboard may be failing. Easy to replace though.
