Win7 freezes frequently - Even after reinstall

Hello all,

About a week ago my PC developed a problem where it would freeze every few minutes, however this isn't your typical freeze where the only remedy is a restart. I can still move the mouse, type, and interact with some applications I have open (In fact I've encountered this issue several times as I typed this up). When the issue occurs the task bar becomes unresponsive and I cannot use any shortcuts I have on the desktop. I can stop the freeze by pressing ctrl-alt-delete and opening the task manager, then I can interact with everything and task bar is no longer frozen.
Today I finished a custom install of Windows 7 Pro 64 bit, all of my drivers are installed and up to date and I'm still encountering this issue.
