Win7 Ultimate x64 hangs

I am setting up a new PC with this OS. It hangs when it reaches this screen. No response from keyboard or mouse.

My PC specs are
- Asus p867
- i7-2600 cpu
- 8 GB RAM
- Palit GT430
- Intel 160GB SSD
- Corsair 460W power supply

The BIOS is already the latest version. I tried different SATA settings. Can someone help me? If I install WinXP, it blue screens with the 7B error.

Solved it. The problem was that the keyboard and mouse was plugged into the USB3 ports. When I switch to USB2, the problem went away.
