Windows 7 appearance

Recently I had to replace my video card with a new one since the old died. The problem is that the appearance is now different from how it was before. Before it looked like this.

How do I get the black taskbar and window borders back?

I also have a problem with the mouse over on taskbar. In the past when I moved my mouse over say firefox, it would show a mini image of the browser in it. Now all I get is text when my mouse is over it and no image.

It looks like Aero is disabled. Make sure you have the latest graphics drivers loaded for the new video card, and then rerun the WinSAT tool if the drivers don't enable Aero for you.

If that still doesn't resolve the problem, you may have to go into Personalize and choose a "Aero" theme manually.

Did you uninstall the drivers for your old graphics card, install the latest drivers for your new graphics card, then refresh your WEI score afterwards?

Yes, I did that but it did not help at all. I can't even seem to find an option to enable Aero manually. I tried the Aero troubleshooter but nothing came up.
