Windows 7 black screen with cursor before welcome screen

There has been this issue which has been bothering me for a while. Every time I try to boot up Windows 7, after the windows logo, a black screen with a visible and movable mouse cursor displays for about 30 seconds to 1 minute. After that it shows the welcome screen and boots normally. I have tried upgrading to Windows 10 recently and this delay increases even more with that OS, with a duration of 2-3 minutes.

Here's a list of the things I tried:
  • Disabling all startup services and programs, to no avail as this doesn't fix the issue.
  • Running an sfc scan.
  • Running chkdsk.
  • Defragging my disk.

And here's a list of probably relevant things:
  • I noticed that my Wi-Fi internet connection takes a while to connect, to the point where it's still trying for
    about 30 seconds after booting to windows.
  • This issue persists in Safe Mode.
  • I have a dual-boot Windows 7 and Ubuntu.

Yes it does. Right after the driver loading screen, the same black screen shows up for the same amount of time.

Are your graphics drivers up to date? That black screen is usually graphics card related, but on most PCs it is much shorter in duration.

Check Device Manager and see if you have any yellow triangles on anything.

It doesn't even currently support Windows 10 as far as I know. If someone can guide me in finding updated drivers for my graphics cards, if there are any (according to the HP website I have the most recent ones), I will be grateful.

The thing is, if it's an HP laptop, you can only use the drivers provided by HP. If you're running the latest drivers, the only thing you could try to do is reinstall them.

Something else it could be related to is your WIFI connection. The delay in WIFI connectivity may be causing the delay in boot up, and the black screen. I'm not sure how to resolve that issue.

Perhaps a more experienced forum member will chime in with some advice.

I've been told leshcat continued the line of display drivers for my graphics configuration. I've tried them and they were unstable (graphical artifacts, especially with html5 videos) and did not contribute to solving the problem.

I think it's pretty safe to assume it doesn't have to do with my display drivers.

The clue with Performance Monitor was that during the cca 40 second delay there was minimal CPU activity, so logically switching off boot-time programs, services and processes was not going to do it. Which it did not. The diagnostic breakthrough came with running Sysinternals Process Monitor boot logging (nicely explained here Using Process Monitor to Solve a Slow Boot Problems | Windows OS Hub (woshub.com) and I found that I had some inexplicable twice-over 20 second delay in winlogon trying to create some font, specifically Lato-Regular.ttf in the Windows\Fonts directory and getting ACCESS DENIED. So I thought I'd uninstall it, but it was not visibly there in the directory. So I thought I'd install it and then uninstall it, and it told me it was already there (!). So I created a restore point, went to regedit in administrator mode, looked for the ttf entry and found it under Fonts along with all the others that were normally visible, (see e.g. the guide here How to Delete Fonts using the Windows Registry - Make Tech Easier) deleted it, despite the standard warning, and rebooted. Hey presto!
